History JILI Pagcor
JILI PAGCOR’s journey began during the Martial Law era in the Philippines, with Presidential Decree No. 1067-A issued by President Ferdinand Marcos on January 1, 1977. This decree was in response to the proliferation of illegal casino operations. After its establishment, PAGCOR (Philippine Amusement and Gaming Corporation) contracted with the Philippine Casino Operators Corporation (PCOC) to utilize a floating casino in Manila Bay in 1977. However, after a fire destroyed the casino in 1979, PAGCOR shifted its focus to land-based casinos.
Under Presidential Decree No. 1869 in 1983, PAGCOR was mandated to establish gaming pools and casinos nationwide. Reorganized by President Corazon Aquino in 1986 to raise government funds, PAGCOR expanded its operations to include managing casinos, VIP slot clubs, bingo parlors, and e-games cafes across the Philippines. It employs over 11,000 workers and contributes significantly to government revenues.
In 2007, Republic Act No. 9487 granted PAGCOR another 25 years to regulate and operate games of chance, developing Las Vegas-style integrated resorts in Manila Bay and Newport City. PAGCOR continues to innovate, planning to launch a global-facing online casino under its ‘Casino Filipino’ brand in early 2024.
Philippine Offshore Gaming Operators (POGO)
In 2016, President Rodrigo Duterte initiated the POGO program under PAGCOR to allow online gambling, primarily catering to the ethnic Chinese community. This program has since issued licenses to various service providers.
Rebranding and Leadership Changes
On June 27, 2023, PAGCOR commissioned a new logo designed by Printplus Graphic Services, symbolizing energy, inspiration, passion, and transformation. The new logo was unveiled on July 11, 2023, during PAGCOR’s 40th anniversary. In April 2024, Atty. Wilma T. Eisma became PAGCOR’s first woman President and COO, succeeding Juanito Sanosa Jr.
